geb. 1950, nach Stationen als Ökonom in der Grundsatzabteilung des Bundesfinanzministeriums und in verschiedenen europäischen Institutionen, u. a. als stellvertretender Kabinettschef für den EU-Kommissar für Wirtschaft und Währung, ist er seit 2014 Hochschullehrer an der Peking University HSBC Business School in Shenzhen, außerdem Mitglied und Berater von EDUI, einer chinesischen Umwelt-NGO. Er lebt in Brüssel, Shenzhen und Berlin.
